Cryptography Problems

Under Homomorphic Scheme, Epk(m1)+ Epk(m2)= Epk(m1+m2)
Is there any algo or method I can use for the following operation:
m1 + Epk(m2)= Epk(m1+m2)
In this operation, both m1 and m2 are numbers. Can you add the
plaintext into the ciphertext without encryption or decryption?
